Education is an indispensable component of human development and a basic right of every citizen. Education is considered to have a strong correlation with social and economic development of a country. No country can achieve sustainable economic development without substantial investment in human capital. Education enriches people’s understanding and enhances their technical capabilities of exploring new ideas. It improves the quality of their lives and leads to broad social benefits to individuals and society.
Pakistan is committed to promote education, increase literacy rate, capacity building of teachers, and enhancement of facilities in all educational institutes. Federal and provincial governments are committed to provide free education up to the Matric level. National and provincial governments are encouraging and facilitating the private sector to invest in the education sector for its promotion as a national cause.


Pakistan Vision 2025 aims at substantial expansion as well improvements in the quality of education, increasing public expenditure to 4% of GDP by 2018. Comprehensive reforms, comprising of detailed actions in curriculum, pedagogy, technology, governance, assessment as well as social and economic relevance will be made in the educational system to improve the quality of public schooling. The 11th Five year Development Plan (2013-18) aims to enhance management and administrative capacities in education sector at all levels, encourage public/private participation and enhance private sector investment. It also includes governance reforms and adoption of regulatory and structural improvements in the system.

In its 2014-2020 programming, the EU is supporting Education in approximately 45 partner countries, more than half of which in fragility contexts.
The EU prioritises a whole sector approach, from early childhood to higher education, including non-formal education and technical and vocational training, shifting the focus from access to quality and equity issues in education.
In addition, ECHO supports Education in Emergencies where conflict and resulting displacement prevent education provision.
EU is supporting education reforms in three provinces, Sindh, Balochistan and Khyber Pakhtunkhwa, to improve access to and quality of education for all boys and girls. The EU contribution to education in 2014-2020 is indicatively € 210 Million. Moreover, ECHO provides support to meet the needs of these children in conflict affected contexts who are out of school or whose education has been disrupted.
Targets for EU's intervention in Pakistan (2014-2020):
• Full enrolment to education for all children in the age 5 – 14 years.
• Uniform levels of good quality education ensured;
• Increase the demand for, and the supply of skilled labour.

Provinces of Intervention
  • Balochistan Education Support – EUR 20 million. The aim is to accelerate and further increase the number of children (especially girls) enrolling in and completing quality elementary education in Balochistan during the next 5 years, which is a key priority of the Balochistan Education Sector Plan (BESP)
  • Support to returnees and their communities in the Federally Administered Tribal Areas – EUR 10 million. The aim is to complement ongoing government efforts to rehabilitate basic services and create conditions conducive to sustainable return and recovery, with a special focus on education and community mobilization for peace building, in addition to advocacy for reforms and FATA mainstreaming.
Khyber Pakhtunkhwa
  • Khyber Pakhtunkhwa Education Sector Plan Support Programme – EUR 40 million. The aim is to provide budget support and Technical Assistance to the Government of KP for the implementation of its Education Sector Programme.
  • Sindh Education Sector Support Programme – EUR 42 million. The aim is to provide budget support to the Government of Sindh to facilitate the implementation of its Education Sector Programme. Technical assistance is also provided.
Future Interventions
  • New phase of budget support and technical assistance – EUR 45 million. To reinforce current support provided to the Government of Sindh in the sector of Education Reform (start end 2017).
