Coordination with Government Coordination with the Government of Azad Jammu and Kashmir mostly takes place at the project and technical levels to ensure close synergies and coordination, in addition to guarantee government ownership.
Sectors of Intervention
TVET National

  • TVET III – EUR 43.5 million. The aim is to improve governance and private sector participation in the TVET sector to enhance and develop access to quality skills that meet the demands of the labour market.
Rural Development Provincial

  • Supporting Inclusive Development through Community-Government Capacity Building and Partnership in three districts of AJK – EUR 0.7 million. The aim is to contribute to the development of a modern and stable society by strengthening governance and institutional change in the representative and skilled citizen forums which effectively engage with government and realize a wider participation in their development processes
  • Supporting inclusive development through community-Government capacity building and partnership in four districts of AJK – EUR 0.7 million. The aim is to foster and strengthen networks of community institutions while building their capacities to interact effectively with local authorities and other development actors for supporting inclusive development.


  • Strengthening the Associations of Local Governments and their Members for Enhanced Governance and Effective Development Outcomes in Pakistan – EUR 1.5 million. The aim is to strengthen the institutional and operational capacity of the national and provincial Associations of Local Authorities and improve the capacity of local governments to effectively perform their role.
  • Strengthen Pakistan Civil Society Coalition for Climate Change (CSCCC) – EUR 0.35 million. The aim is to establish a Pakistan Civil Society Coalition for Climate Change (PCSCCC) with the intent of bringing all stakeholders on one platform to discuss and debate the multi-sector and multi-dimensional challenges posed by Climate Change (CC) and work towards an “Agenda of Solutions” that is realistic and achievable.
Democratization National

  • Support to Democratic Institutions and Promotion of Human Rights in Pakistan – EUR 8.5 million. The aim is to support the functioning of provincial assemblies.
  • Support to Elections – EUR 14.3 million. The aim is to build the capacities of the Electoral Commission of Pakistan and support the domestic observation of the elections.
Human Rights Provincial

  • From Vulnerability to Proficiency: Fostering Economic Empowerment of Women in the AJK Region – EUR 0.3 million. The aim is to enhance women's economic empowerment and equal participation in the workforce by providing vocational training to women and promoting gender-inclusive economic growth and development.


  • Preserving equal citizenship in Pakistan – EUR 0.54 million. The aim is to encourage the formulation and adoption of strategy on religious tolerance and its large-scale acceptance among youth in Pakistan.
Private Sector Development National

  • International Labour and Environment Standards Application in Pakistan (ILES) – EUR 12 million. The aim is to promote sustainable and inclusive growth in Pakistan by supporting the economic integration of Pakistan into the global and regional economy by improving compliance with labour and environmental standards and increased competitiveness.
Public Financial Management National

  • Public Financial Management Support Programme for Pakistan (PFM-SPP) in Balochistan, Sindh and at the federal level – EUR 15 million. The aim is to improve public financial administration and enhance the effectiveness and efficiency in the utilization of government budget resources in order to deliver better public services and to reduce the impact of poverty and social inequality.
