At a Glance

In the recent past, EU interventions in Balochistan were mostly ad hoc activities in response to specific needs in a number of sectors across the province. However, since 2014, EU funding to Balochistan is more strategic and focused mostly on Education and Rural Development. Moreover, this EU funding is rapidly gaining in importance and increasing yearly.

Since November 2016 the EU also provides assistance to the Provincial Assembly of Balochistan.

Long-term technical assistance is provided to the Government of Balochistan in the field of Public Financial Management.

Coordination with Government In addition to very regular meetings at the technical level for each project, the EU and the Government of Balochistan organise twice yearly "portfolio reviews" to allow for in-depth exchanges on the EU portfolio of projects in Balochistan. This ensures government oversight and leadership of the projects, facilitates their implementation, and ensures the development of synergies between the EU-supported projects and government policies and activities.
Sectors of Intervention
Education Provincial

  • Balochistan Education Support – EUR 20 million. The aim is to accelerate and further increase the number of children (especially girls) enrolling in and completing quality elementary education in Balochistan during the next 5 years, which is a key priority of the Balochistan Education Sector Plan (BESP).
TVET National

  • Implement the Capacity Building Component of TVET I – EUR 3.9 million. The aim is to enhance socio-economic development through investment in human capital. The purpose of this component is to strengthen planning, coordination and implementation capacity of Technical Education and Vocational Training Authorities (TEVTAs) and other stakeholders at the provincial level
  • Supporting Technical and Vocational Education and Training Reform in Pakistan Programme – EUR 25.4 million. The aim is to increase the access, equity, relevance and quality of the Technical and Vocational Education and Training sector.
  • TVET III – EUR 43.5 million. The aim is to improve governance and private sector participation in the TVET sector to enhance and develop access to quality skills that meet the demands of the labour market.
Rural Development Provincial

  • Balochistan Community Development Programme – EUR 7 million. The aim is to empower local communities through social mobilisation and capacity development, and to reconstruct / rehabilitate small-scale community physical infrastructure, for enhanced social cohesion and improved social services.
  • Balochistan Rural Development and Community Empowerment Programme – EUR 45 million. The aim is to support the Government of Balochistan in reducing the negative impact of economic deprivation, poverty and social inequality, and to turn this into opportunities to build and empower resilient communities participating actively in development.
  • Democratic Local Governance for Development in Pakistan in Balochistan, KP and Sindh – EUR 1 million. The aim is to develop good governance coalitions / partnerships, enable civil society-district NGOs and media to advocate for transparent and accountable local governance, and support local authorities' efforts to fulfil their mandates and implement inclusive and transparent budgeting and planning processes.
  • Effective Citizenship and Responsive Governance – EUR 1.1 million. The aim is to increase the space of local governments to play an effective role in local governance and development as well as assisting citizen-led rights-based CSOs in contributing to local governance processes and oversight at sub-national and local level for citizen rights and social cohesion.

National

  • Strengthening the Associations of Local Governments and their Members for Enhanced Governance and Effective Development Outcomes in Pakistan – EUR 1.5 million. The aim is to strengthen the institutional and operational capacity of the national and provincial Associations of Local Authorities and improve the capacity of local governments to effectively perform their role.
  • Strengthen Pakistan Civil Society Coalition for Climate Change (CSCCC) – EUR 0.35 million. The aim is to establish a Pakistan Civil Society Coalition for Climate Change (PCSCCC) with the intent of bringing all stakeholders on one platform to discuss and debate the multi-sector and multi-dimensional challenges posed by Climate Change (CC) and work towards an “Agenda of Solutions” that is realistic and achievable.
Democratization Provincial

  • Multi-Donor Trust Fund II – EUR 9.8 million. The aim is to improve governance and service delivery to strengthen the relationship and trust between citizens and authorities in Balochistan, FATA and KP.

National

  • Improving Parliamentary performance – EUR 5.8 million. The aim is to support the efforts of Pakistan's Parliament to improve the three main strands of its parliamentary function - law making, oversight and representation.
  • Support to Democratic Institutions and Promotion of Human Rights in Pakistan – EUR 8.5 million. The aim is to support the functioning of provincial assemblies.
  • Support to Elections – EUR 14.3 million. The aim is to build the capacities of the Electoral Commission of Pakistan and support the domestic observation of the elections.
  • Support to the parliament – EUR 15 million. The aim is to facilitate parliamentary development at federal and provincial levels.
Human Rights Provincial

  • Politically Empowered Human Rights Leadership for Women – EUR 0.54 million. The aim is to increase women's leadership and participation in public and political processes in Balochistan, KP, Punjab and Sindh.

National

  • Preserving equal citizenship in Pakistan – EUR 0.54 million. The aim is to encourage the formulation and adoption of strategy on religious tolerance and its large scale acceptance among youth in Pakistan.
  • Promotion of Human Rights in Pakistan – EUR 9.6 million. The aim is to build the capacities of line ministries and independent Human Rights commissions as well as awareness raising.
Peace Building Provincial

  • Conflict transformation and youth-led peace building through cultural heritage and the arts – EUR 0.5 million. The aim is to contribute to sustainable peace in Pakistan through engagement and trust-building with local communities (especially youth), civil society and local authorities.

National

  • Strengthening Resilience to Violence and Extremism (STRIVE) in Pakistan – EUR 5 million. The aim is to strengthen the Governments of KP and Punjab to implement and monitor programmes that have a demonstrable impact in strengthening resilience against extremism and violence.
Private Sector Development National

  • International Labour and Environment Standards Application in Pakistan (ILES) – EUR 12 million. The aim is to promote sustainable and inclusive growth in Pakistan by supporting the economic integration of Pakistan into the global and regional economy by improving compliance with labour and environmental standards and increased competitiveness.
Public Financial Management Provincial and National

  • Public Financial Management Support Programme for Pakistan (PFM-SPP) in Balochistan, Sindh and at the federal level – EUR 15 million. The aim is to improve public financial administration and enhance the effectiveness and efficiency in the utilization of government budget resources in order to deliver better public services and to reduce the impact of poverty and social inequality.
Future Intervention Rural development and private sector development

  • Growth for Rural Advancement and Sustainable Progress (GRASP) in Balochistan and Sindh – EUR 50 million. The aim is to contribute to the reduction of poverty and gender inequality through developing sustainable economic growth in rural areas of Pakistan (start early 2018).
  • Possible interventions in the field of rural development, notably in water and climate change.

It contributes to poverty reduction, political stability, and social and economic development, promoting a more prosperous Pakistan for everyone's benefit.
